本院性質
成立宗旨
本院奉教育部核准成立，根據本院組織章程第三條規定，成立之宗旨如下：
一、公共政策與行政措施之規劃與評估、研究事項
二、都市及鄉鎮設計與更新之規劃與研究事項。
三、文化建設與農業發展之研究與推動事項。
四、交通與公共安全秩序維護之研究與提昇事項。
五、建築、景觀、地區發展與觀光開發與博奕產業之推動、規劃、設
計、施工管理及經營管理等事項。
六、生活品質、社會福利、家庭幸福與環境保護之規劃與推展事項。
七、知識經濟、企業發展、婦女與勞工保障之諮詢與推展事項。
八、生態保育、環境美化、節約能源暨土地開發利用之研究、規劃、
推動事項。
九、資訊科技、生物科技、光電科技、奈米生物物質暨醫藥智慧財產
之研發及推動事項。
十、全民教育、兒童教育、技職教育、語言教育、音樂教育暨教育革
新之研究、規劃、推動事項。
十一、企業管理、工業安全與衛生暨職業訓練、宣導之研究、規劃、
推動等事項。
十二、鄉土文化與原住民文化之研究、推動暨發揚事項。
十三、宗教、人文學術、才藝提升暨傳統醫療科技之研究、推展事項。
十四、有關地方自治及社區發展之研究、規劃及推動事項。
十五、國際與大陸合作及交流與推動事項。
十六、前列各項專業人員之訓練、培育暨技能檢定、鑑定事項。
董事會
本院第一屆董事會成立於民國八十一年十月一日，每一屆董事任期三年，依法連選得連任；民國八十四年十二月十日，舉行董事會，改選董事，第一屆董事會表現卓越，除有三位董事確因公私事務太忙懇辭外，第二屆有十二位獲選連任。仍推選張啟仲先生蟬連董事長。其後第三屆董事人選，變動不多。
惟張啟仲先生於八十九年初，因年事日高，提請辭董事長，經董事會決議推選梅創辦人接任，全體董事一致推請張先生擔任本院「名譽董事長」，經報奉
教育部八十九年六月十四日台(八九)高(二)字第八九○六九九二○號函覆「同意備查」，本院董事會人數歷屆略有增加、陣容堅強。第六屆董事名單如下：

本院董事會成立以來，對院務之指導協助，不遺餘力，對本院工作與財務之監督極為認真，本院在十餘年中能有理想之發展，董事會之貢獻極大。
院訓
本院為高級學術研究機構，具有研究規劃、顧問諮詢、教育訓練等三大功能。服務對象包括國內外政府和民間機構、社會團體與一般民眾。為建立公信力與卓越形象，本院對外服務均保持超高之水準。故經院務會議通過，報請董事會核定本院四條「院訓」，作為全體同仁忠誠奉行之圭臬，其內容如下：

TAIWAN DEVELOPMENT INSTITUTE
A BRIEF INTRODUCTION, 2010
Taiwan Development Institute (TDI) is a nonprofit, research, training and service organization which devotes itself to the improvement and progress of people’s quality of life in Taiwan and Mainland China. The Ministry of Education of the Republic of China (Taiwan) had formally endorsed the Institute in 1992. The functions of TDI are as follows:
(1)As a professional “think tank” for governmental are non-governmental agencies to design projects and/or programs in order to improve service qualities of these agencies.
(2)As a “consulting agency” for the communities which need advice and consultation to solve complicated and/or urgent problems.
(3)As a “training center” by offering professional and special in-service training to agencies and organizations in need, in order to enhance and updating their personnel’s knowledge and skill.
To implement these functions as mentioned above, after 18 years of development and progress, now there are a total of 23 units within the
TDI; including 18 departments, 4 centers and 1 academy. They are
grouped into 3 specialized fields:
A. Science and Technology Group；including the following Departments :

5. International CEO Academy.
Each department or center is chaired by a senior Fellow (professor) and staffed with Fellows, Asso. Fellows, Asst. Fellows and Assistants, both full-time and part-time. They join the Institute owing to their own interests or “dreams” which they like to carry them out through the assistances from the TDI. Honorarium and/or compensation are paid to the Fellow whenever services are needed from him or her.
TDI was founded on December 8, 1992. Its founder is Dr. Ko-Wang Mei, a renown educator who had administered universities and colleges for over 40 years. He retired from the presidency of the internationally famous Tunghai University after 14 years of distinguished service. Dr. Mei leads TDI with more than one hundred scholars and experts in Taiwan and abroad, for the cause of enhancing peoples’ livelihood as well as social progress in the Republic of China (Taiwan)!
